To put it simply, you can't fight people who you can't find.

i have a question for those are for this idea:
what makes you think this will allow you to sneak up on anyone?
People will now just deply scouts at cross-systems or important systems which have to be passed through to reach them.
In effect, they will now rely on scouts for much more detail and quicker information than the map could've provided previously.
sure, you could kill the scout but it won't take much to set up bm's 1000's of kilometres away - it still allows them to see you coming in relative safety.
In the end, this will acheive NOTHING for pvp but EVERYTHING for solo miners.

Valid point but it also works the other way - alliances won't know where to attack other alliances without EXTREME hard work and, when they do find them, they'll all be hugging each other in one system. I guarentee it will happen- we will get SO many flames, whines, complaints about "X Alliance" continually outblobbing each other.

I'm really not convinced this will change anything.
I'm VERY convinced this will cause more people to blob up, more people to use real scouts without relying on map (i.e giving more updated information than the map currently gives), regions that are claimed are much too big to scout completely (please stop giving real life comparison with real warfare), you'll never ever find a mining op without spending hours and hours jumping from system to system searching each dead-end, every nook and cranny, and in the long run it will get very boring trying to find anyone to find.
It will result in two opposing forces scouting each other out with alts, discovering where each other are, and yet again huge boring time-wasting build ups that result in the exact same blobs as before.
Removing local just doesn't make sense - the change will result in nothing more than having a couple of alts at heypoints, logging in, scanning the system, and discovering who is there.
I'm all for changing the map features but a removal of pilots in space? Nah.
Make it slower to update - thats all you need in order to mount swift attacks. It is already possible currently but a delay will make it a real bonus to be a fast-moving hit squad.
